            <description><![CDATA[<p><strong>1)</strong> A federal appeals court on Thursday rejected the Obama administration's efforts to reinstate its deepwater drilling moratorium in the Gulf of Mexico (<a href="http://online.wsj.com/article/SB10001424052748704111704575354832293447318.html?mod=WSJ_hpp_LEFTWhatsNewsCollection"><em>Wall Street Journal</em></a>). The Interior Department is expected to issue a new moratorium as early as today (<a href="http://www.nytimes.com/2010/07/09/us/09drill.html?_r=2&ref=todayspaper"><em>New York Times</em></a>).</p>

<p><strong>2)</strong> If the two relief wells being drilled don't stop the leak in the gulf, BP may transfer the oil to other wells nearby. It's an easy process but not quick, according to one expert (<a href="http://www.google.com/hostednews/ap/article/ALeqM5gIXWYBTpLtSayJtg41LKXpxSxVPAD9GRDR602">AP</a>). BP has a lot of complicated tasks to do before the relief wells are finished (<a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/07/08/AR2010070801685.html"><em>Washington Post</em></a>).</p>

<p><strong>3)</strong> Attorney General <strong>Eric Holder</strong> said Thursday that the Justice Department's investigation into the oil spill is focusing on more companies and individuals than just BP and its employees (<a href="http://www.cnn.com/2010/POLITICS/07/08/holder.bp.investigation/">CNN</a>). If criminal neglect is found on the part of BP, CEO <strong>Tony Hayward</strong> may lose his job after all (<a href="http://www.guardian.co.uk/business/2010/jul/08/bp-boss-hayward-could-survive"><em>The Guardian</em></a>).</p>

<p><strong>4)</strong> Manufacturing and business groups, along with the state of Texas, are challenging EPA's new emissions standards for cars and light-duty trucks (<a href="http://www.eenews.net/Greenwire/print/2010/07/08/12">Greenwire</a> -- <em>subscription</em>).</p>

<p><strong>2)</strong> The Congressional Budget Office's <a href="http://www.cbo.gov/ftpdocs/115xx/doc11565/AmericanPowerActKerryLtr.pdf">analysis</a> of climate legislation sponsored by Sens. <strong>John Kerry</strong>, D-Mass., and <strong>Joe Lieberman</strong>, I/D-Conn., found that the bill would reduce the deficit by $19 billion over 10 years (<a href="http://www.politico.com/news/stories/0710/39463.html"><em>Politico</em></a>). Meanwhile, manufacturing groups say an EPA cost analysis fails to properly consider their industries (<a href="http://thehill.com/blogs/e2-wire/677-e2-wire/107613-manufacturers-target-epa-kerry-lieberman-analysis"><em>The Hill</em></a>).</p>

<p><strong>5)</strong> Climate scientists who had been accused of manipulating global warming data were cleared of those charges by a British panel on Wednesday. <p><strong>2)</strong> Since the beginning of its oil spill cleanup efforts in the Gulf of Mexico, "BP has skimmed or burned about 60 percent of the amount it promised regulators it could remove in a single day" (<a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/07/05/AR2010070502937.html?hpid=topnews"><em>Washington Post</em></a>).             <title>Senators Meeting With Obama</title>
            <description><![CDATA[<p><strong>President Obama</strong> is meeting with nearly two dozen senators on climate and energy legislation today. Here is the list of attendees, as provided by the White House.</p>

<p>Sen. <strong>Lindsey Graham</strong>, R-S.C., was invited, but he said Monday he will not attend because it conflicts with the Armed Services Committee hearing confirming Gen. <strong>David Petraeus</strong> as the top U.S. military commander in Afghanistan. Sen. <strong>Susan Collins</strong>, R-Maine, who is also a member of the Armed Services Committee, will attend the meeting with Obama, her spokesman said.</p>

<p>A spokesperson for Sen. <strong>George LeMieux</strong>, R-Fla., said he will also try to make it even though he plans on attending the Petraeus hearing as well. He was not listed on the White House's roster, but his office said he was invited. </p>

            <description><![CDATA[<p>A presidential sit-down with key senators about moving energy and climate legislation is on for Tuesday after it was bumped last week so <strong>President Obama</strong> could meet with -- and then oust -- Gen. <strong>Stanley McChrystal</strong>.</p>

<p>Senate Majority Leader <strong>Harry Reid</strong> and his colleagues who stood with him <a href="http://www.nationaljournal.com/congressdaily/eea_20100625_1930.php">following a caucus meeting</a> <em>(subscription)</em> on the issue last week were optimistic and focused on the message that the Gulf of Mexico oil spill makes clean energy legislation necessary. But many skeptical Democrats, including Sens. <strong>Jay Rockefeller</strong> of West Virginia and <strong>Blanche Lincoln</strong> of Arkansas, did not attend. Sen. <strong>Thomas Carper</strong>, D-Del., estimated one-third of the caucus was not there.</p>

            <title>Bingaman Looks To Tax Package</title>
            <description><![CDATA[<p>Sen. <strong>Jeff Bingaman</strong> says an energy tax package could help pay for energy legislation he's championed that boasts bipartisan support but costs more than $10 billion over 10 years.</p>

<p>"There's going to be an energy tax package that I assume would accompany whatever we do by way of authorizing legislation," said the New Mexico Democrat, who chairs the Energy and Commerce Committee. It would be written in the Finance Committee and isn't part of the bill at this point, Bingaman's spokesman said. </p>

<p>One source of revenue that is in the bill -- for the time being -- is an expanded offshore drilling title that the Congressional Budget Office estimates would bring in $1.3 billion. It's the bill's largest source of revenue. But given the Gulf of Mexico oil spill, Bingaman and other Democrats have indicated it may be taken out.</p>

<p>The biggest expense in the legislation comes from the Clean Energy Deployment Administration, which would provide nearly $10 billion to finance private-sector development of clean energy projects. And that has already been slashed by $3 billion since the bill's original draft.</p>

            <title>Rahall Expands On CLEAR Act With New Draft</title>
            <description><![CDATA[<p>House Natural Resources Chairman <strong>Nick Rahall</strong> today <a href="http://resourcescommittee.house.gov/images/Documents/h3534_001_xml.pdf">released a draft plan</a> to put his stamp on growing efforts to firm up safety and oversight of offshore drilling in response to the still-growing Gulf of Mexico oil spill.</p>

<p>The West Virginia Democrat's discussion draft updates a plan he first introduced last September to change federal energy resources law, in part by codifying the Obama administration's effort to break up the Minerals Management Service into three bureaus and separate federal safety and environmental enforcement from project approval and revenue collection on offshore oil and gas drilling. But Rahall's plan goes further by including onshore drilling.</p>

<p>Rahall's draft also expands the deadline for federal review of offshore oil and gas drilling projects from 30 days to 90 days, an idea also embraced in newly introduced legislation from Senate Energy and Natural Resources Chairman <strong>Jeff Bingaman</strong>, D-N.M., and ranking member <strong>Lisa Murkowski</strong>, R-Alaska, as well as the White House.</p>]]></description>
